Rahm's campaign may crash before it ever gets started. The state Municipal code (65 ILCS 5/3.1-10-5)requires all candidates to be residents for one year prior to the election. The section specifically exempts active duty servicemen or their spouses, but not Congressmen or other people serving in DC. To make matters worse for him, Rahm has been renting out his house, making it unlikely he's been spending nights and weekends there.

The term Resident means spending one night with the decision to make it into a residence, and a person can have more than one resisence. Another home in DC is not a problem...but no home in Chicago is another matter. So he only needs some one to lie about Rahm's spending the night in Chicago and leaving a suitcase there.

No, Emanuel has a tenant. Another family is living in the Emanuel manor.

If he was thinking about running for mayor the whole time, why would he make a booboo like this? Maybe he feared that an empty house would get vandalized. He should have stuck a cousin there instead of renting to strangers.
